Recently, the Qinghai Provincial Health Commission and the Department of Finance issued the notice on increasing the per capita subsidy standard for basic public health services in 2021, which proposed to uniformly increase the per capita subsidy standard for basic public health services in the province by 5 yuan from 2021, reaching 84 yuan, which is 5 yuan higher than the national standard. At present, the basic public health service projects determined by the state are 31 categories, and Qinghai Province has added 3 categories, including endemic disease prevention and control, neonatal disease screening and children's congenital heart disease screening and management, reaching 34 categories.
Over the years, Qinghai provincial Party committee and government have always adhered to the principle of arranging project funds higher than the national subsidy standard to ensure that urban and rural residents have access to fair and equal health management services. According to statistics, the financial project investment of the central government and Qinghai Province at all levels increased from 83 million yuan in 2009 to 570 million yuan in 2021, reaching 3.55 billion yuan in total. Through the implementation of basic public health service projects, the filing rate of electronic health records for urban and rural residents has increased to 87.3%. 293 thousand and 100 hypertensive patients and 70 thousand and 600 diabetic patients have enjoyed health management services, providing free health examination and health management services for 4 million elderly people, and the maternal mortality rate has dropped to 24.71/10 million. The mortality rate of children under the age of 5 decreased to 9.08 ‰, and the infant mortality rate decreased to 7.01 ‰. The gap between the main health indicators of urban and rural residents and the national average level further narrowed.
