The report shows that the per capita subsidy standard for basic public health service projects in Tianjin has increased from 10 yuan in 2007 to 99 yuan in 2020.

The implementation of the national basic public health service project is an important part of promoting the equalization of national basic public health services and an important part of the construction of China's public health system. Tianjin adheres to the concept of great health as the guide to build a healthy city and ensure people's health in an all-round and life cycle. As early as 2006, Tianjin established the community public health service idea of "government funded fixed items, grass-roots institutions provide services, implement project management, establish a scientific assessment mechanism and residents enjoy free of charge", In 2007, it took the lead in launching and implementing 18 basic public health service projects in urban areas. In 2008, it was extended to rural areas to achieve full coverage of urban and rural areas. In 2009, it was successfully integrated with the national basic public health service projects.

The implementation subjects of the basic public health service project in Tianjin are 124 community health service centers and 143 township health centers in the city, and provide technical guidance, supervision and assessment to the community health service stations (village clinics) undertaking basic public health services. The population covered by the area and the beneficiary group registered residence and non registered residence for half a year in 16 cities.

Achievements of Tianjin basic public health service project in 2020:

By the end of 2020, the filing rate of electronic health records of Tianjin residents has reached 80%, the vaccination rate of national immunization plan for school-age children has reached more than 95%, the neonatal visit rate has reached 96%, the health management rate of children aged 0-6 has reached more than 90%, the early pregnancy registration rate has reached 96%, and the postpartum visit rate has reached 96%, The city's community health service centers and township health centers provide health management services to 1183000 elderly people aged 65 and over, and health management services to 1625000 elderly people aged 60 and over. The number of patients with hypertension has reached 1 million 200 thousand, and the number of patients with type 2 diabetes has reached nearly 500 thousand. The traditional Chinese medicine health management rate reaches over 65%, the traditional Chinese medicine health management rate reaches over 65%, the standardized management rate of hypertension patients reaches over 80%, the standardized management rate of patients with type 2 diabetes mellitus reaches over 80%, and the standardized management rate of severe mental disorder patients reaches 90%. The city has completed the non-invasive gene detection of fetal chromosome aneuploidy for 64000 people, and the follow-up rate of screening high-risk people has reached 100%.

Through household interviews and telephone surveys, the awareness rate of health care for the elderly, maternal health management, gynecological disease screening, child health management and vaccination programs in the basic public health service items were maintained at over 90%, the awareness rate of health management in hypertension patients was 80.63%, and the awareness rate of health management in patients with diabetes was 71.56%. Elderly health management satisfaction, hypertension patients' health management satisfaction, diabetes patients' health management satisfaction, children's health management satisfaction, vaccination satisfaction, maternal health management satisfaction and women's physical examination satisfaction were all above 90%. The public health gap between urban and rural residents has been narrowing, and the level of basic public health services has been continuously improved.

Tianjin's basic public health service project is at a high level in all provinces and cities across the country. It has met the project performance appraisal carried out by the National Health Commission and the Ministry of Finance for eight times. Tianjin has achieved good results for three times, the first, the second and the third.
